European countries have been severely affected, with over 7 million cases and 220 000<\/span><br \/><span style=\"color: #333333;\">deaths reported across EU countries, Iceland, Norway, Switzerland and the United Kingdom as of<\/span><br \/><span style=\"color: #333333;\">31 October 2020. Without any intervention, the spread of a viral infectious disease generally<\/span><br \/><span style=\"color: #333333;\">follows an S-shaped curve. That is, infections grow slowly at the beginning of the outbreak, accelerate<\/span><br \/><span style=\"color: #333333;\">exponentially in its central phase when a critical mass of people are infected and many others are still<\/span><br \/><span style=\"color: #333333;\">susceptible, and slow in its final phase when enough people are immune (either through natural<\/span><br \/><span style=\"color: #333333;\">infection or vaccination). The central phase of this cycle corresponds to the peak of the infection. The<\/span><br \/><span style=\"color: #333333;\">different policy options described in this section aimed to prevent the COVID\u201119 outbreak from<\/span><br \/><span style=\"color: #333333;\">reaching its exponential acceleration phase, or to at least curb it to alleviate the burden on health care<\/span><br \/><span style=\"color: #333333;\">systems (Figure 1.7).<\/span><\/p><p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-33166\" src=\"https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-3.jpg\" alt=\"\" width=\"699\" height=\"354\" title=\"\" srcset=\"https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-3.jpg 699w, https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-3-300x152.jpg 300w, https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-3-150x76.jpg 150w\" sizes=\"(max-width: 699px) 100vw, 699px\" \/><\/p><p><strong><span style=\"color: #333333;\">Containment and mitigation strategies can be grouped into three broad policy categories with social distancing measures implemented in almost all European countries, but with<\/span><\/strong><br \/><strong><span style=\"color: #333333;\">different levels of stringency<\/span><\/strong><\/p><ul><li><span style=\"color: #333333;\"><strong>Social distancing measures<\/strong>, notably: closing workplaces and non-essential services; school closures; banning mass gatherings; travel restrictions; and full society lockdowns.<\/span><\/li><\/ul><p><img decoding=\"async\" class=\"alignnone size-full wp-image-33171\" src=\"https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-5.jpg\" alt=\"\" width=\"661\" height=\"356\" title=\"\" srcset=\"https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-5.jpg 661w, https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-5-300x162.jpg 300w, https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-5-150x81.jpg 150w\" sizes=\"(max-width: 661px) 100vw, 661px\" \/><\/p><ul><li><span style=\"color: #333333;\"><strong>Improved personal and environmental hygiene,<\/strong> including the use of personal protective equipment <\/span><span style=\"color: #333333;\">such as face masks.<\/span><\/li><li><span style=\"color: #333333;\"><strong>Testing, tracking and tracing of infected individuals<\/strong>, with confinement of affected persons. <br \/><\/span><span style=\"color: #333333;\">This can <\/span><span style=\"color: #333333;\">be targeted or more large-scale testing and quarantine policies.<\/span><\/li><\/ul><p><img decoding=\"async\" class=\"alignnone size-full wp-image-33170\" src=\"https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-4.jpg\" alt=\"\" width=\"743\" height=\"394\" title=\"\" srcset=\"https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-4.jpg 743w, https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-4-300x159.jpg 300w, https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-4-150x80.jpg 150w\" sizes=\"(max-width: 743px) 100vw, 743px\" \/><\/p><p><span style=\"color: #333333;\">It <strong>took on average 34 days to European countries to control the first wave<\/strong> of the outbreak. The effectiveness of containment and mitigation strategies depends on the rapidity of policy<\/span><br \/><span style=\"color: #333333;\">action, with population density and the degree of trust in government also important.<\/span><\/p><p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-33172\" src=\"https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-6.jpg\" alt=\"\" width=\"676\" height=\"409\" title=\"\" srcset=\"https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-6.jpg 676w, https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-6-300x182.jpg 300w, https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-6-150x91.jpg 150w\" sizes=\"(max-width: 676px) 100vw, 676px\" \/><\/p><div>\u00a0<\/div><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-toggle-item\">\n\t\t\t\t\t<div id=\"elementor-tab-title-2032\" class=\"elementor-tab-title\" data-tab=\"2\" role=\"button\" aria-controls=\"elementor-tab-content-2032\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon elementor-toggle-icon-left\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-closed\"><i class=\"fas fa-caret-right\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-opened\"><i class=\"elementor-toggle-icon-opened fas fa-caret-up\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-toggle-title\" tabindex=\"0\">European countries\u2019 health systems capacity<\/a>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<div id=\"elementor-tab-content-2032\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"2\" role=\"region\" aria-labelledby=\"elementor-tab-title-2032\"><p><span style=\"color: #333333;\"><strong>Governments freed up additional resources to strengthen health system responses<\/strong><\/span><br \/><span style=\"color: #333333;\"><strong>to COVID\u201119<\/strong><\/span><br \/><span style=\"color: #333333;\">Governments put together substantial financial packages to respond to the COVID\u201119 pandemic.<\/span><br \/><span style=\"color: #333333;\">These resources were used to protect people\u2019s jobs and businesses, as well as to strengthen health<\/span><br \/><span style=\"color: #333333;\">system responses to COVID\u201119. Across European countries, most fiscal responses \u2013 including direct<\/span><br \/><span style=\"color: #333333;\">budgetary measures related to spending and revenue policies, alongside other interventions such as<\/span><br \/><span style=\"color: #333333;\">loans, equity injections and government guarantees \u2013 amounted to between 5\u201120% of GDP.<\/span><\/p><p><span style=\"color: #333333;\">The health sector was naturally among the first recipients of additional financial resources.<\/span><br \/><span style=\"color: #333333;\">Amongst European countries with comparable data, central government budgetary commitments to<\/span><br \/><span style=\"color: #333333;\">health system responses to COVID-19 ranged from almost EUR 450 per person in the United<\/span><br \/><span style=\"color: #333333;\">Kingdom, and around EUR 300 per person in Germany and Ireland, to under EUR 50 per person in<\/span><br \/><span style=\"color: #333333;\">Latvia, Iceland and the Netherlands, adjusted for purchasing power parity (Figure 1.12).<\/span><\/p><p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-33173\" src=\"https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-7.jpg\" alt=\"\" width=\"667\" height=\"413\" title=\"\" srcset=\"https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-7.jpg 667w, https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-7-300x186.jpg 300w, https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-7-150x93.jpg 150w\" sizes=\"(max-width: 667px) 100vw, 667px\" \/><\/p><p><strong><span style=\"color: #333333;\">Health professionals have been at the forefront of the response to the COVID\u201119<\/span><\/strong><br \/><strong><span style=\"color: #333333;\">outbreak<\/span><\/strong><br \/><span style=\"color: #333333;\">As doctors, nurses and other health professionals mobilised on the frontline to respond to the <\/span><span style=\"color: #333333;\">pandemic, health systems sought ways to increase the number of staff available during the peak of the <\/span><span style=\"color: #333333;\">pandemic and to make the most efficient use of their work.<\/span><\/p><p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-33174\" src=\"https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-8.jpg\" alt=\"\" width=\"725\" height=\"480\" title=\"\" srcset=\"https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-8.jpg 725w, https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-8-300x199.jpg 300w, https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-8-150x99.jpg 150w, https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-8-75x50.jpg 75w\" sizes=\"(max-width: 725px) 100vw, 725px\" \/><\/p><p><span style=\"color: #333333;\"><strong>Some health systems lacked sufficient hospital beds, equipment, supplies and<\/strong><\/span><br \/><span style=\"color: #333333;\"><strong>medicines to treat COVID\u201119 patients, but policies to boost surge capacity have<\/strong><\/span><br \/><span style=\"color: #333333;\"><strong>helped<\/strong><\/span><br \/><span style=\"color: #333333;\">Hospitals have often been placed under immense strain, but governments found innovative<\/span><br \/><span style=\"color: #333333;\">solutions to increase surge capacity, particularly for intensive care units.<\/span><br \/><span style=\"color: #333333;\">While the pandemic has put all health services under severe strain, its impact on hospitals has<\/span><br \/><span style=\"color: #333333;\">been particularly drastic. In this context, having a high number of beds per population is a useful<\/span><br \/><span style=\"color: #333333;\">general proxy of the capacity of hospitals to meet surges in demand (Figure 1.14). In terms of existing<\/span><br \/><span style=\"color: #333333;\">capacities, Germany had the most hospital beds per capita in 2018, with eight beds per 1 000<\/span><br \/><span style=\"color: #333333;\">population, followed by Bulgaria and Austria. Most European countries have between three and seven<\/span><br \/><span style=\"color: #333333;\">hospital beds per 1 000 population, but numbers are lower in Sweden, Denmark, Iceland and the<\/span><br \/><span style=\"color: #333333;\">United Kingdom.<\/span><\/p><p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-33175\" src=\"https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-9.jpg\" alt=\"\" width=\"663\" height=\"407\" title=\"\" srcset=\"https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-9.jpg 663w, https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-9-300x184.jpg 300w, https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-9-150x92.jpg 150w\" sizes=\"(max-width: 663px) 100vw, 663px\" \/><\/p><p><span style=\"color: #333333;\"><strong>Obtaining the necessary equipment, supplies and medicines has proven challenging, <\/strong><\/span><span style=\"color: #333333;\"><strong>particularly early in the crisis<\/strong><\/span><br \/><span style=\"color: #333333;\">Alongside beds (both general, acute and ICU beds), hospitals and other health facilities require<\/span><br \/><span style=\"color: #333333;\">sufficient medical equipment, supplies and medicines. Personal Protective Equipment (PPE),<\/span><br \/><span style=\"color: #333333;\">ventilators, infusion pumps, monitoring and laboratory equipment, and certain medicines (notably<\/span><br \/><span style=\"color: #333333;\">anaesthetics, antibiotics, muscle relaxants, resuscitation medicines and anti-diuretics; as well as<\/span><br \/><span style=\"color: #333333;\">medical oxygen) are some critical items needed to treat COVID\u201119 patients.\u00a0<\/span><\/p><p><span style=\"color: #333333;\">However, purchasing and distributing such items under conditions of extreme urgency and <\/span><span style=\"color: #333333;\">uncertainty is challenging \u2013 with risks of shortfalls in supply or poor quality products due to disruptions <\/span><span style=\"color: #333333;\">in the global supply chain. Even before the onset of the pandemic, countries have reported increased <\/span><span style=\"color: #333333;\">shortages of critical medical supplies and products. For example, across a sample of 14 OECD <\/span><span style=\"color: #333333;\">countries, the number of notifications of expected or actual medicine shortages grew by more than <\/span><span style=\"color: #333333;\">60% between 2017 and 2019.<\/span><\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-toggle-item\">\n\t\t\t\t\t<div id=\"elementor-tab-title-2033\" class=\"elementor-tab-title\" data-tab=\"3\" role=\"button\" aria-controls=\"elementor-tab-content-2033\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon elementor-toggle-icon-left\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-closed\"><i class=\"fas fa-caret-right\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-opened\"><i class=\"elementor-toggle-icon-opened fas fa-caret-up\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-toggle-title\" tabindex=\"0\">Measures to protect older people and other vulnerable populations from COVID\u201119<\/a>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<div id=\"elementor-tab-content-2033\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"3\" role=\"region\" aria-labelledby=\"elementor-tab-title-2033\"><p><strong><span style=\"color: #333333;\">Almost all reported COVID\u201119 deaths have been amongst those aged 60 and above,<\/span> <span style=\"color: #333333;\">with recipients of long-term care particularly at risk<\/span><\/strong><br \/><span style=\"color: #333333;\">While COVID\u201119 has claimed the lives of many people across all age groups, people with<\/span><br \/><span style=\"color: #333333;\">comorbidities (e.g. obesity, cardiovascular diseases) and in particular older populations face an<\/span><br \/><span style=\"color: #333333;\">elevated risk of dying from COVID\u201119. Among 22 European countries with data available by age<\/span><br \/><span style=\"color: #333333;\">group, reported COVID\u201119 deaths per million people aged 60\/65 and over were on average 3.7 times<\/span><br \/><span style=\"color: #333333;\">higher than amongst the population as a whole. In nearly all of these countries, 90% or more of<\/span><br \/><span style=\"color: #333333;\">reported COVID\u201119 deaths were amongst people aged 60\/65 and over; with people aged 80 and over<\/span><br \/><span style=\"color: #333333;\">accounting for around half of all COVID\u201119 deaths.<\/span><\/p><p><br \/><span style=\"color: #333333;\">The United Kingdom, Italy, Spain and France all reported more than 17 000 deaths amongst<\/span><br \/><span style=\"color: #333333;\">those aged 60 and over (as of mid-September). Adjusting for population size, reported COVID\u201119<\/span><br \/><span style=\"color: #333333;\">mortality rates amongst people aged 60\/65 and over were more than 3 000 deaths per million people<\/span><br \/><span style=\"color: #333333;\">in this age group in the United Kingdom (England and Wales) and Belgium, and over 1 000 deaths<\/span><br \/><span style=\"color: #333333;\">per million people in Ireland, Sweden, Italy, Spain, France and the Netherlands (Figure 1.17). Mortality<\/span><br \/><span style=\"color: #333333;\">rates were even higher amongst those aged 80\/85 and over, reaching over 10 000 reported deaths<\/span><br \/><span style=\"color: #333333;\">per million people in this age group in the United Kingdom (England and Wales), Belgium and Ireland.<\/span><\/p><p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-33176\" src=\"https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-10.jpg\" alt=\"\" width=\"656\" height=\"844\" title=\"\" srcset=\"https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-10.jpg 656w, https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-10-233x300.jpg 233w, https:\/\/www.goinginternational.eu\/wp\/de\/wp-content\/uploads\/2020\/12\/COVID-article-health-at-a-glance-10-117x150.jpg 117w\" sizes=\"(max-width: 656px) 100vw, 656px\" \/><\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-toggle-item\">\n\t\t\t\t\t<div id=\"elementor-tab-title-2034\" class=\"elementor-tab-title\" data-tab=\"4\" role=\"button\" aria-controls=\"elementor-tab-content-2034\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon elementor-toggle-icon-left\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-closed\"><i class=\"fas fa-caret-right\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-opened\"><i class=\"elementor-toggle-icon-opened fas fa-caret-up\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-toggle-title\" tabindex=\"0\">Access to high quality care for non-COVID\u201119 patients<\/a>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<div id=\"elementor-tab-content-2034\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"4\" role=\"region\" aria-labelledby=\"elementor-tab-title-2034\"><p><span style=\"color: #333333;\"><strong>COVID\u201119 has adversely affected patients with other health care needs<\/strong><\/span><br \/><span style=\"color: #333333;\">COVID\u201119 has had a major indirect health impact on patients who did not contract the virus.<\/span><br \/><span style=\"color: #333333;\">Acute and chronic care patients have faced disruptions to essential care, in terms of delayed<\/span><br \/><span style=\"color: #333333;\">diagnoses, foregone care and impeded continuity of care. This contributes to worse health outcomes<\/span><br \/><span style=\"color: #333333;\">for many people, now and in the future. A dual-track approach is therefore needed to maintain high<\/span><br \/><span style=\"color: #333333;\">quality care for non-COVID\u201119 acute and chronic care, alongside boosting surge capacity to combat<\/span><br \/><span style=\"color: #333333;\">the virus.<\/span><\/p><ul><li><span style=\"color: #333333;\">COVID\u201119 has led to postponed elective surgeries, fewer visits to emergency departments<\/span><br \/><span style=\"color: #333333;\">and less use of outpatient services, affecting both acute and chronic care patients<\/span><\/li><li><span style=\"color: #333333;\">Delays in cancer diagnoses and treatments are likely to increase cancer deaths<\/span><\/li><\/ul><p><span style=\"color: #333333;\"><strong>Strengthened primary care systems are key to maintaining continuity of care for nonCOVID\u201119 patients<\/strong><\/span><br \/><span style=\"color: #333333;\">The emerging evidence described above points to the risks of not giving sufficient weight to non-COVID\u201119 health care needs, resulting in urgent health problems remaining undiagnosed and<\/span><br \/><span style=\"color: #333333;\">exacerbated chronic illnesses. Maintaining primary health care practices, establishing community<\/span><br \/><span style=\"color: #333333;\">care facilities, extending home-based programmes, expanding the role of primary health care workers<\/span><br \/><span style=\"color: #333333;\">and increasing telemedicine consultations are key to minimise delays and forgone care for all<\/span><br \/><span style=\"color: #333333;\">patients.<\/span><\/p><ul><li><span style=\"color: #333333;\">Primary health care practices, community care facilities and home-based programmes help maintain access to routine care<\/span><\/li><li><span style=\"color: #333333;\">Mobilising community pharmacists helps ensure patients continue to get needed medicines<\/span><\/li><li><span style=\"color: #333333;\">Telemedicine has helped preserve continuity of care while containing the spread<\/span><\/li><\/ul><p><span style=\"color: #333333;\"><strong>Countries maintained access to mental health services under difficult<\/strong><\/span><br \/><span style=\"color: #333333;\"><strong>circumstances, and are starting to respond to emerging mental health needs<\/strong><\/span><br \/><span style=\"color: #333333;\">The COVID\u201119 crisis has had a marked impact on the mental health of both people with preexisting mental health conditions and the general population. Countries have taken decisive action to<\/span><br \/><span style=\"color: #333333;\">preserve some access to mental health support. Many countries have also been providing well-being<\/span><br \/><span style=\"color: #333333;\">support to the general population, for example through online advice or phone hotlines. Nonetheless,<\/span><br \/><span style=\"color: #333333;\">the combination of reduced capacity in mental health services and increased demand caused by the<\/span><br \/><span style=\"color: #333333;\">worsening mental health status of the general population, risks putting additional strain on mental<\/span><br \/><span style=\"color: #333333;\">health services which were already over-stretched in many countries.<\/span><\/p><ul><li><span style=\"color: #333333;\">People living with mental health conditions did not always get the care they need<\/span><\/li><li><span style=\"color: #333333;\">Emerging needs \u2013 the COVID\u201119 crisis has increased levels of mental distress<\/span><\/li><li><span style=\"color: #333333;\">Innovative policies have helped protect population mental well-being<\/span><\/li><li><span style=\"color: #333333;\">Countries have sought to protect access to care for people with mental health conditions,<\/span><br \/><span style=\"color: #333333;\">including inpatient care where necessary<\/span><\/li><\/ul><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-bcd1999 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"bcd1999\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-f561a1f\" data-id=\"f561a1f\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-b16a7ff elementor-widget elementor-widget-text-editor\" data-id=\"b16a7ff\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"color: #333333;\"><strong>Testing the resilience<\/strong><br \/>The COVID\u201119 pandemic has therefore put an immense strain on European countries, testing<\/span><br \/><span style=\"color: #333333;\">the resilience of every country\u2019s government and people. It has also tested the ability of EU Member<\/span><br \/><span style=\"color: #333333;\">States and the European Commission to develop a co\u2011ordinated set of responses to a common threat<\/span><br \/><span style=\"color: #333333;\">(European Commission, 2020). <\/span><\/p><p><span style=\"color: #333333;\">Based <\/span><span style=\"color: #333333;\">on this review, the chapter draws out policy insights that are likely to contribute to better preparedness <\/span><span style=\"color: #333333;\">and more effective responses to the evolving pandemic and future health threats. <\/span><span style=\"color: #333333;\">As the data and evidence are still developing, results from this chapter are <\/span><span style=\"color: #333333;\">\u201cinitial findings\u201d, not a definitive review.<\/span><\/p><p><strong><span style=\"color: #333333;\">Defining health systems resilience<\/span><\/strong><\/p><p><span style=\"color: #333333;\">The concept of resilience has been applied to shocks and disruptive events such as epidemics, <\/span><span style=\"color: #333333;\">economic crises and environmental disasters. <\/span><span style=\"color: #333333;\">\u00a0<\/span><span style=\"color: #333333;\">It recognises the importance of risk management, but also that absolute prevention <\/span><span style=\"color: #333333;\">avoidance of shocks such as COVID\u201119 is impossible given the unpredictable nature of systemic <\/span><span style=\"color: #333333;\">threats. Resilience is therefore seen to be as much about recovery and adaption, as it is about <\/span><span style=\"color: #333333;\">prevention and avoidance. Building on these conceptual analyses, the focus of this chapter is predominantly on the capacity of European countries\u2019 health systems to absorb and adapt to the shock of COVID\u201119.\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-b130dfd elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"b130dfd\" huge and lasting impact in Europe and worldwide, testing the resilience of<\/span><br \/><span style=\"color: #333333;\">health systems and placing immense pressure on health workers.
